GBV Outcome Measurement Checklist Additional Resources

In 2019, with the support of the Swedish International Development Cooperation Agency (SIDA), InterAction launched a two-year project to develop a Gender-Based Violence Prevention Evaluation Framework (GBV PEF). The GBV PEF was launched in May 2021 and helps organizations measure and evaluate the outcomes of their GBV prevention work in humanitarian settings around the world.

In March 2024, InterAction published a Companion Guide to the GBV PEF, the GBV “Start Where You Are” Guide to Measure and Evaluate GBV Prevention Outcomes in Conflict Settings, and commissioned an independent interim review of the pilot phase of the GBV PEF. The interim review “Breaking Barriers: Interim Insights on the GBV PEF Pilot Phase” found that the GBV PEF fills a critical gap in existing resources and highlighted opportunities to make the GBV PEF align more fully with other frameworks and GBV standards.

Between 2024 and 2026, InterAction conducted a revision to the framework with support from a core task team. Following several rounds of validation and field testing in Somalia and DRC, InterAction launched the 2nd edition of the GBV PEF in October 2026.

Introduction to the GBV PEF

An Inside Look at the Second Edition

The revision process that led to the 2nd edition of the GBV was a multi-year endeavor supported by a GBV expert Task Team that included a Regional Emergency GBV Advisor (REGA), the International Committee of the Red Cross (ICRC), the Danish Refugee Council (DRC), the International Rescue Committee (IRC), and the Global Women’s Institute (GWI), who reviewed over 20 widely referenced GBV frameworks and guidance to identify how and where to strengthen each of the four modules within the GBV PEF. New examples and content were tested with over 50+ women-led organizations and with GBV practitioners from UNFPA and INGOs in the Democratic Republic of Congo, Somalia, and Kenya.

This multi-stakeholder engagement substantially strengthened the GBV PEF across three interconnected areas by:

  • Deepening the framework’s feminist foundation through four analytical models [the social-ecological model, social and behavior change models, gender transformative life course model, and a power framework];
  • Strengthening M&E guidance by introducing a new section on reflexivity and positionality and expanding the indicator feasibility checklist with feminist quality checks and enhancing the core evaluation tools [outcome harvesting, most significant change, results journals, and contribution analysis] for feminist alignment; and
  • Improving accessibility and sectoral coherence including data ethics guidance, a glossary of feminist, GBV, and M&E terms, and new case examples looking at IPV, early marriage, and conflict-related sexual violence.

COMMON QUESTIONS Expand All

Gender-based violence (GBV) is an umbrella term for any harmful act that is perpetrated against a person’s will and that is based on socially ascribed (i.e., gender) differences between males and females. It includes acts that inflict physical, sexual or mental harm or suffering, threats of such acts, coercion and other deprivations of liberty. These acts can occur in public or in private.

Throughout this framework, we understand the intended outcome of GBV prevention work to be a reduction in the GBV risk faced by communities and individuals living through crisis.

The GBV PEF is designed for field-based practitioners, HQ level protection/GBV advisors, and any organization with GBV prevention as a declared outcome.
