Senior Manager, Protection of Civilians

Katherine Kramer joined InterAction as Senior Manager for Protection of Civilians in the Humanitarian Policy and Practice Team in October 2020. Katherine leads InterAction’s protection of civilian work, including shaping U.S. policy and practice on the protection of civilians in armed conflict.

Katherine Kramer joined InterAction as Senior Manager for Protection of Civilians in the Humanitarian Policy and Practice Team in October 2020. Katherine leads InterAction’s protection of civilian work, including shaping U.S. policy and practice on the protection of civilians in armed conflict. She is passionate about improving the behavior of armed actors in situations of armed violence and conflict to improve the protection of civilians.

Prior to joining InterAction, Katherine worked for 17 years at Geneva Call. She negotiated with armed groups to improve their policies and practices in relation to International Humanitarian and Human Rights Law. She led the organization’s Asia programs, served as the focal point for landmines and other explosive devices, and revised the tools and procedures for monitoring and evaluating operations. She has extensive experience in research and training.

Katherine was born in Seattle, W.A. She lived in Geneva, Switzerland for 20 years. She currently lives in Washington, D.C. She has an M.A. in International Peace and Conflict Resolution from American University in Washington, D.C., and a B.A. in Latin American Studies from the University of Washington in Seattle, WA.
