OPPORTUNITY TO RECEIVE TECHNICAL SUPPORT TO USE THE GENDER-BASED VIOLENCE PREVENTION EVALUATION FRAMEWORK (GBV PEF)
Since the launch of the GBV PEF in May 2021, InterAction has prioritized the development of various resources and activities to support organizations starting to use the framework. This includes an ongoing workshop series that dives into some of the methodologies within the PEF. So far InterAction has facilitated two workshops on Outcome Harvesting and one on proxy indicators (Part 1 and Part 2); Additional workshops on other results-based methods are planned for the months ahead. InterAction also launched a Community of Practice for practitioners using, or interested in using, the framework.
The Gender-Based Violence Prevention Evaluation Framework (GBV PEF) is a set of guiding approaches aimed at helping practitioners make better decisions in their analysis, program design, and measurement such that GBV prevention outcomes can ultimately be evaluated. It is built on the foundation of the Results-Based Protection framework developed by InterAction and endorsed by a broad set of humanitarian actors, including international non-governmental organizations, ICRC, and international organizations.
Now, InterAction has a small pool of funds to provide hands-on, tailored technical support to teams using the framework (i.e., not financial or other support). This is for practitioners/teams that are using, or plan to use, the GBV PEF and who seek direct technical support at some point between October 2022-March 2023. Depending on the topic of the request, technical support (in-person or virtual) may be provided by InterAction staff and/or expert consultants.
IF technical support isn’t financial, what does it entail?
Technical support includes a wide variety of methods, including one-on-one consultations, a one-time tailored workshop for organizational staff and partners wishing to use one of the methods within the GBV PEF (i.e., outcome harvesting, process tracing, contribution analysis, and others), training, or material support (i.e., reviewing internal documents, such as M&E frameworks or indicator development, and providing advice or support for proposal development where GBV prevention is a key objective). Support could take place in a short timeframe, or in a more ongoing manner such as weekly or monthly mentoring, depending on the request and available resources. InterAction is open to exploring a variety of technical support options based on each individual organization’s needs and context.
I am interested. How can my team apply to receive technical support?
If you/your team is using any of the methodologies within the GBV PEF, or plan to, to prevent GBV or protection risks in a conflict setting or with conflict-affected communities, you are eligible to request technical support. Please ensure your request is submitted no later than Friday, September 9th, 2022.
InterAction will assess your request against a list of criteria that were developed and endorsed by the GBV PEF Advisory Committee and will let all applicants know no later than September 30th, 2022, whether InterAction can provide technical support. Key criteria include:
- Currently using or plan to use the GBV PEF within the next 6 months
- Resource Need (i.e., limited capacity)
- Organizations working in partnership with several organizations to prevent GBV (i.e., consortiums, cluster groups, International & local partnerships)
- Organizational commitment to using the GBV PEF (i.e., sustainability of staff, use of the PEF beyond one country context)
- GBV/Protection issue clearly identified, and prevention outcome articulated and prioritized
National, local, and female-owned organizations are encouraged to apply.

Over the next two years (until March 2024), InterAction will be collecting and distilling key learning from teams using the framework across different conflict settings, including those organizations that receive technical support. This will help us understand what works, what barriers exist, and how we can improve the evaluation framework.
